 Proposals for Provision of Wi-Fi Services in GADVASU

Dated:  2-02-2018 

Guru Angad Dev Veterinary and Animal Sciences University Ludhiana is interested in creation of Digital Campus involving private and public players. This facility is to be provided by the TSP/ISP at their own cost and there will be no financial implications to the Institution on account of implementation of this project.

 

Minimum Standards for the provision of Wi-Fi Services in the campuses will be as per MHRD letter no. F. NO. 16-5/2017 – TEL dated 15-01-2018.

 

a)   The role of the TSPs: The TSP desirous of participation in this effort shall be   responsible for the following:

i.  Conduct the site survey, design, build-own-operate and manage state-of-the-art carrier grade Wi-Fi services at the Institution campus, meeting the optimalcoverage and adequate capacity to serve the data download requirements of the students, teaching and non-teaching staff at the campus.

ii. Deploy network equipment which shall have carrier grade features such as High Availability, High Reliability, Multiple Redundancy levels, LowMaintenance and Low MTTR.

iii.    Set up network inside the college, which would consist of optical fibre, Access switches, Wireless Access Points, Security equipment (UTM andFirewall) etc. meeting the cost from their own resources. The fibre should also be made available to the institution free of cost for running the campusLAN.

iv.    Provide Wi-Fi services that support the centralized provisioning, monitoring  and enforcing  the policies for the subscribers with associated 24*7monitoring of the network infrastructure on end-to­ end basis covering access, backhaul and internet gateway facilities.

 

b) Service standards: The TSPs shall maintain the following service standards:

  i. The TSP should offer free data, which shall not be less than 1 GB per month per user (students and faculty) in the university/Institute/college for the entire period of this arrangement.

ii.   The data speed should not be less than Mbps.

iii.   Wi-Fi service shall be available at the hotspots selected by the Institution.

iv.   Each user shall be allowed a minimum of two devices (Laptop/Smartphone) concurrently.

v.  The broadband network of the TSP should be interconnected to the National Knowledge Network (NKN) at their own cost, so that access to theEducational resources connected to NKN is available to all users from the colleges.

 

c) Condition of provision of service

i.    The TSP would not have any exclusivity to provide service in the University/Institute/College.

ii.TheTSP is free to  offer  any  other  service  which is  permitted under their licence. The users would be free to select the service and tariff package oftheir choice.

iii.   The TSP would be responsible for maintaining the user and other records as required under the law/regulations.

iv.The TSP shall comply with all mandatory government  of India regulations and security  guidelines to  provide information on Wi-Fi sessions uponsuch request to Law Enforcement Agency (LEA)

 

The University will have role as follows:

i.    The university/institute/college would provide space and give permissions for laying the fibre, installing the switches, UPS etc free of cost.

ii.   The college would provide electricity for operating the equipment.

iii.  Provide data about the users (students/faculty/admin staff) for the purpose of giving access to Wi-Fi.

 

Other Terms & Conditions

 

1.   The project may be executed as per the minimum standard guidelines of MHRD issued.

2.   The TSP/ISP providing best deal to the University will be preferred on the basis of negotiations.

3.   The project must be executed in a time bound manner so that it is preferably completed before 15.08.2018.

4.   The University will have the right to accept or reject the offer of TSP/ISP.

5. The selected company must sign a MOU with the University for various services as per  minimum standard of MHRD guidelines.

6.   There shall be no financial liability of any kind on the University for this project. The electricity bill for this service will be paid by the company.

7.   The other terms and conditions will remain same as per MHRD minimum standard of guidelines.

ON  

Value Addition to Livestock Products and Entrepreneurship Development

January 16 to 23rd, 2017 

Course Content

Model training course has been designed to provide complete theoretical and practical exposure  on  processing  and  value  addition  of  livestock products (milk/meat/eggs)  and  entrepreneurship  development  in  Livestock product business to the participants.  The course schedule include lecture-cum-practical demonstrations on processing, value addition, packaging, quality assurance programme and field visits to dairy and meat processing units. The officials from the financial institutions will also provide information on development of detailed project report, different schemes and other essential requirements for budgeting a project.  

ELIGIBILITY 

Any officer/extension person working under agriculture and allied departments of state government, Agricultural Universities/ ICAR Institutes and relevant universities/ organizations. 

VENUE

Model Training Course on “Value Addition to Livestock Products and Entrepreneurship Development” is being to be organised on January 16 to 23rd, 2017 at Department of Livestock Products Technology, College of Veterinary Science, Guru Angad Dev Veterinary and Animal Sciences University, Ludhiana, Punjab, India. This University started functioning on April, 21st 2006 at Ludhiana to serve the society by promoting the livestock production, health and prevention of diseases through integrated teaching, research and extension programmes. Ludhiana, the largest Industrial city of Punjab, established by the Lodhi Emperors in 1481, is commonly called “Manchester of India”. It is well known place for small scale industries, hosiery goods, bicycles, auto parts, textiles, shopping malls etc.

ACCESSIBILITY

By Rail/Road

The city is very well connected by rail/ road to Delhi (320 km), Amritsar (136 km), Chandigarh (100 km) and Jammu-Katra (320 km). The university campus is approximately 5 km away from the Ludhiana Railway station and Bus stand.

Local Transportation

On prior information, arrangements will be made to pick up the delegates from the Ludhiana Railway station and Bus Stand. Please note that the Ludhiana railway station has two exits; one Main Exit on Platform I and the other on Stadium side. The conference transport desk will be available on Stadium side Exit. However, the auto/ local taxi service is available on Main Exit (Platform I) of the railway station.  

WEATHER

The weather during the period will be winter season. The expected temperature may range between 10°C to 25°C and requires warm clothes.  

HOW TO APPLY

Eligible and interested participants are requested to send their application in the prescribed format duly nominated by the competent authority to the Course Director. It should reach the Course Director before the last date 09.01.2017 by post, fax or e-mail. The participants will be selected on the basis of their qualification and interest relevant to the training course. The list of the selected participants will be displayed on GADVASU website www.gadvasu.in and will be conveyed to the applicants through e-mail. In case of any query, please contact Course directors. Only 20 participants shall be selected for the course.

ACCOMODATION & TRAVELLING ALLOWANCE

The TA, boarding and lodging expenses for selected State Government Dept. candidates will be borne by the host institute as per guidelines. The expenditure on travel by the participants will be restricted to the maximum of AC III tier / Bus fare by shortest possible route subject to availability of funds. Participants are requested to produce the original and photocopies of tickets in support of their claim. However, persons from ICAR, SAU, KVK etc. are desired to participate in MTC. Their TA/DA may be borne by their respective organisations/Institute. Note: Reimbursement of airfare will not be done under any circumstances.
