Purchase Notice No.: 2017-18/2690                                             
Dated: 09-02-2018 

Quotations are invited in two different sealed envelopes (one technical and other financial) from the experienced, technically and financially sound Firms/manufactures/authorised distributors/dealers/stockist for the purchase/preparation of online result software for examinations as per the given specification with full terms & conditions.

The quotations must be sent in two different sealed envelopes as per detail given below:-

“Technical Bid”

Subject: Specifications for purchase/preparation of software for examinations for:

a.   B.V.Sc. & A.H programme (Annual Programme)

b.   B.F.Sc/ B.Tech.(Dairy Technology)/ B.Tech. (Bio- Technology)/ Diploma in Veterinary Science & Animal Health Technology (Semester Progamme)

Software includes following functions:

1.   Creation of Masters

a)   Name of College

b)   Degree/ Diploma

c)   Class

d)   Subject/ Courses

e)   Data of students admitted for above a & b

f)    Data of faculty

 

2.   Output Reports:     40 reports for each programme/ Course

3.   Application:              web based accessed on LAN through user authentication

4.   Data Migration:     Data related to master entries specified above from the excel sheet provided by the university

5.   General Conditions:

1.   There is option provided to create additional masters.

2.   Programme should be in ASP.NET technology

3.   Database mysql or other open source/ free database

4.   Reports format should be saved in PDF, XLS, Doc.

5.   Printing of reports should be on A4 paper/ Legal size/ Any other as per requirment.

6.   Provision of import/ export data in XLS or Doc file

7.   User management module, Include permission users wise and group wise.

8.   Rate/ amount of AMC may also be mentioned clearly

9.   Log records for each entry entered by any user.

10.        Backup of Database permission provided in software under authenticated user only.

11.        First year of AMC of software is free of cost and any addition, modification and up gradation will be done free of cost for first year from the date of satisfactory implementation.

12.        Mentioned the time schedule for completion of software and satisfactory working framing.

13.        Payment will be made on completion of software after satisfactory working.

Important Note : Company should provide a compliance table/ statement as per required specifications in a tabular form stating the compliance and giving justification (if any) supported by technical literature with clear reference of page number, paragraph or lines. This statement must be signed, with the company seal for its authenticity and acceptance that any incorrect or ambiguous information found submitted (whether at any later stage) will result in disqualification of the bid quoted by that firm/cancellation of purchase order without assigning any reason.  That firm may be blacklisted by GADVASU in future.

“Financial Bid”

Details about Price for purchase/preparation of softwarealong with AMC and per Visit Charges if any including all taxes

 

The quotation must reach by Post/courier or by hand on or before 19-02-2018 up to 4.00 p.m. in the favour of the following:

 

Controller of Examinations,

Guru Angad Dev Veterinary & Animal Sciences University,

Ferozepur Road, Ludhiana-141004 Punjab. India.

 

The Technical Quotations/bid will be opened on 20-02-2018 at 11.00 am in the presence of all sub purchase committee members. The financial bid will be opened only of those bidders who have qualified in the technical bid. 

Terms & Conditions:-

  • The quotation must contain GST Number/Licence Number.
  • The rates must be quoted strictly according to the full Specifications/configuration as per requirement along with all the terms & conditions and must be FOR GADVASU, Ludhiana destination basis and should include all types of taxes and charges etc.
  • It is mandatory to sent quotations in two different sealed envelopes mention “Technical Bid” on one envelops and “Financial Bid” on other along with name of items to be supplied, otherwise quotation will be rejected straightway.
  • Rates quoted must be valid up to 2-3 months. In case prices slash down or any other benefit (in form of lesser price/lesser tax/foreign exchange rate etc.), it must be passed on to GADVASU.
  • Incomplete bids, without brand name or received after due date/time shall be rejected forthwith.
  • University does not take any responsibility for any postal delay in delivery by Registered/Speed Post/courier or lost in transit of the quotation.
  • In case a holiday is declared on the last date for submission of quotations, the next working day will be the last day to submit the quotation.
  • Conditional and unsigned quotation will not be accepted.
  • Delivery period of the items must also be intimated clearly in the quotations, no further correspondence in this regard will be communicated by the university.
  • The quotation shall not contain corrections, erasers and overwriting, it will result in rejection of quotation straightway.
  • The University reserves all the rights to accept or reject any/all quotation(s) and to increase or decrease quantity or configuration of items specified without specifying any reason. No correspondence will be made on this matter.
  • In case of any dispute, jurisdiction will be Ludhiana District Courts.
  • Valid authorization certificate issued by the manufacturer may be attached with the quotation.
  • The standing committee will open quotation of only those firms whose quotation is found to be in order.
  • On the basis of performance of the distributors/firms/agencies, the standing committee reserves the rights to reject any or all quotations.
  • The firm/supplier attach the details of clients/institutions/universities etc. to whom the similar nature of software has been sold/ prepared.
  • Any detail/query regarding purchase/ preparation of online result software for examinations can be obtained from the Controller of Examination, GADAVASU, Ludhiana
