The Technical Quotations/bid will be opened on 12-03-2018 at 11.00 am in the presence of all sub purchase committee members. The financial bid will be opened only of those bidders who have qualified in the technical bid.

Important Note : Company should provide a compliance table/statementas per required specifications in a tabular form stating the compliance and giving justification (if any) supported by technical literature with clear reference of page number, paragraph or lines. This statement must be signed, with the company seal for its authenticity and acceptance that any incorrect or ambiguous information found submitted (whether at any later stage) will result in disqualification of the bid quoted by that firm/cancellation of purchase order without assigning any reason.  That firm may be blacklisted to supply the material to GADVASU in future.

 

SPECIFICATIONS FOR MEDICAL GAS PIPELINE SYSTEM FOR LARGE ANIMAL ANAESTHESIA WORKSTATION, OXYGEN SUPPLY AND SUCTION UNIT

 

Tender for complete turnkey project including Supply, Installation, Testing and Commissioning, alteration of Medical Gas Manifold/Plant Room with proper security gate for medical gas pipelines to electrical fittings till proper functioning of the system (oxygen & Vacuum) complete with fully automated controlled panel for oxygen system for at least 6+6 cylinders & emergency Oxygen manifold for 4 cylinders; & 1000 liters suction tank vacuum system with minimum 5 HP imported vacuum pump with automatic electrical control, with 2nos. ceiling hanging panels  with at least 3 trays with terminal units. The terminal units should be 2 of Oxygen and 2 of Vacuum. There should also be 5/15amps switch and sockets in the hanging panels with quantity as 3. The area should also be well served by 3 nos. of Bedded Head wall panels of 3 minimum 3ft with 1 number of Oxygen and 1 number of Vacuum outlet points and 2 nos. of 5/15amps switches and sockets. The areas should have the capability of being isolated with the help of 3nos., 2 services Area Valve Service Unit or a Valve Box. Further, in case of a leakage or pressure drop the support staff should be alerted with the help of a buzzer installed in 1 nos. of 2 services Area Line Pressure Alarm. Both the AVSU and Area Line Pressure Alarm should be CE marked. The entire setup should also require installation of copper piping with Outer Diameter (OD) as 28mm and 22mm. The thickness used should be 0.9mm for 22mm OD copper pipe with quantity as 130 mtrs., and 0.9mm for 28 mm OD copper pipe with quantity as 70 mtrs. The system should be provided with minimum 2 numbers of suction trolley with 4 jars each with minimum capacity of 2 liters each. The copper pipe should be Lloyd tested as well. The entire system should also have 12 nos. of 47litres Oxygen cylinders which should be ISI marked with appropriate Blast Test certification applicable on them. 

  • OXYGEN SYSTEM

         The Gas Manifold System setup should be complete in all respects including Non Return Valves (NRV), tailpipes, frames, etc. along with CE marked products. The manifold should be installed/tightened properly on the base wall with screws, as per the gas cylinders, which would be D-Type gas cylinders at the time of actual usage. The manifold system should be at the appropriate height from the floor and should have strong support resting on the wall. The manifold system should be connected with a fully automatic control panel with display. On the exhaustion of oxygen gases in one bank, the control panel should ensure that the “bank in use” becomes the other bank of the manifold, while alerting the support staff at the Gas Manifold Room that the gas cylinders need an urgent replenishment. Further, the cylinders in exhausted bank should be capable of being replaced with full cylinders without interrupting the supply of vital oxygen gas through other gas bank, which is currently in use. The Fully Automatic Control Panel should have 4 line bar pressure and 100 litres per minute. The quantity required for the Oxygen manifold system should be 1 set.

         Also, there should be an Emergency Manifold System for Oxygen gas of 4 cylinders with Regulator, Non Return Valve (NRV), pipe, frame etc. required for suitable installation, functioning and SITC of the entire emergency manifold setup. All the items used in the emergency manifold should be CE marked as well. The emergency manifold system should be operational in use as and when required on exhaustion of oxygen gas through 6+6 gas manifold. It should be in a kind of ‘standby’ mode accordingly at all times to be used as per the immediate requirement. The quantity required for the Emergency manifold system should be 1 only.

         There should be Back Pressure Compensated (BPC) Flowmeter with Humidifier Bottle. Flow range between 0-15 liters per minute (LPM). Transparent and un-breakable humidifier bottle for providing bubble-type humidification. Bottle is made of polycarbonate. The quantity of the Flow meters should be 8nos. The entire setup should be well supported by Oxygen High Pressure Rubber Tubing with 10mtrs. in length for full connectivity.

  • VACUUM SYSTEM

Vacuum Pump should be air cooled, oil free and reciprocating pump with capacity of 150cfm with minimum 5HP motor. The make of the Pump should be Ingersol Rand (IR) or equivalent. Vacuum pump should be one running and other on standby mode with adequate, complete and suitable electrical. The vacuum receiver tank should have the capacity of 1000 liters, and should come along with control panel.

  • Ward Vacuum Unit:

Regulator should have 2 stages continuous model vacuum regulator is to measure and adjust vacuum level within the context of medical suction and should meet EN 739 standards. There should be adjustable continuous vacuum level up to 760mmHg. There must be REG/OFF switch allows the quick restoration of a pre adjusted vacuum level, with continuous suction controller. There should also be a Non Interchangeable Screw Threads (NIST) assures easy and safe operation with overflow safety trap.

Bottle should be used in collecting liquids or mucus resulting from medical suction, which should be made of polycarbonate, which should be non-toxic and must exhibit low protein binding. It should have a capacity of 600ml. It must be capable of sterilized in autoclave countless times with 134 degrees C for 15mins. The cap fitted with float safety value automatically and should efficiently shut vacuum fully when it is full. The cap inlet and outlet tubing connectors molded-in unique graphic indication. There should be an O ring over the top of the bottle for a positive leak proof seal. The cap can be sealed through threading

Quantity required for it should be 2 set. 

  • Theatre Suction Trolley

It has to be trolley mounted and must contain one regulator with gauge mounted on the stand. There should have four reusable 2000ml plastic collection bottles mounted on base of trolley unit connected with regulator and low pressure tube interconnections. Base of trolley is to be fitted on castor wheel to allow free movement. Quantity required should be 2 set. The entire setup should be well supported by Vacuum Rubber Tubing with 15mtrs. in length for full connectivity. 

  •  AREA LINE PRESSURE ALARM

The medical gas alarms should have displays for various fault indications and capable of monitoring a maximum of 4 to 5 medical gas services by means of pressure switches, which detect deviations from the normal operating limits of either pressure or medical vacuum.

Each gas service should be displayed by coloured 'Normal' 'Low' and 'High Pressure' conditions. Medical vacuum systems should be displayed in the 'Normal' and 'Low Vacuum' conditions only. Failure indicators should be displayed by flashing lights and normal indications should be steady.

                               

An audible warning should sound simultaneously with any failure indication and a mute facility should be provided. A maintenance 'Mute' switch should be provided internally to the panel for use during maintenance, which results in prolonged pipeline or plant shutdown. This facility should automatically reset when the gas service returns to normal.

The alarm panel should have a 'test' facility to prove the integrity of the internal circuits, LED's and audible warning. The alarm panel shouldincorporate a volt free normally closed relay to allow for interconnection to either a medical gas central alarm system or an event recording circuit of a building management system.

  • VALVE BOX

It should  be  wall  mounted,  Aluminum  box  with lockable front glass panel having ball  type valves with  PTFE  seat, Brass  body with  Nickel plating  valves having quarter turn   handle  opening. Sizes suitable for 12mm OD copper pipe  to  22 mm OD  copper  pipes should have screItd ends should have brass adopter  suitable for  copper pipe  these valves should be manufactured by an ISO 9001 certified company. The following configuration should be used: 2 Services

 

The panel should integrate the mechanical, electronic and data systems at the patient bed side with an aim to facilitate easier access to doctors, enhance the comfort of  the patient and of aesthetics  of  the ward.

 

The bed head panel (horizontal) should be made from high strength extruded aluminum profiles with powder coating with a choice of color to suit the interior décor of the hospital. It should be custom built to house gas and electrical outlets.

  • PENDANT

        Single Arm Pendant

The Ceiling Pendant Systems designed to provide convenient positioning of medical equipment, medical gas terminal units, electrical and speciality services.. The support arms should be extremely robust and revolve on high quality bearings, so that the pendant head glides smoothly and quickly to any desired position

 

The Pendant should be available as follows:

  • 1000 mm moveable arms each with 340 deg. Horizontal movements.
  • Carrying capacity of the arm should not be less than 100 Kgs.
  • Each arm should be capable of 340 degrees of rotation, which can be easily adjusted to suit the desired mode of operation.
  • The Pendant Service Heads should have modular head. The head should be capable of accepting a range of shelves, drawers and infusion poles or other accessories. The Pendant Head should support the range of Physiological Monitor Mounting Solutions.
  • The Pendant Service Head should be supplied with medical gas terminal units and 5/15 Amps. Sockets.  
  •  COPPER PIPE

        Copper Pipes used should be solid drawn, seamless, deoxidized, non-arsenical, half hard, tempered   and degreased, manufactured   as per EN: 13348 : 2001 standard, and chemical composition as per CU DHP to 1190-1 and CW 024 A to EN 1412,

 

        Pipe sizes should be used as per latest BS EN 13348 guidelines

        28mm OD X 0.9 mm thk

                22mm OD X 0.9 mm thk

        Pipeline Installation: Before erection, all copper pipes, valves, fittings like bends, tees,       reducers etc. should be cleaned for dirt, and should be degreased. Proper pipe cutters, and bending machine should be used during installation of copper pipes. All copper pipes       and fittings like bends, Tees, reducers and straight couplings should be as per BS 864 and joined by silver brazing method for copper to copper. Inert gas welding technique should be used by passing Nitrogen gas inside the copper pipes during silver brazing, in order to avoid carbon deposition inside the copper pipes.   Copper pipes of the diameter up to 42mm OD should be installed on the wall with the help of plastic saddles at the required span, as per HTM-2022 of U.K. and metallic white  powder coated clamps should be used  for pipe  sizes  above 54mm OD.  Wherever the pipes cross brick walls, it should be covered with plastic pipes. All pipes should be installed without springing or forcing.

 

Test: After erection, all the pipes should be cleaned or purged with the help of dry nitrogen gas, & should be tested with dry nitrogen at a pressure of 10 Bar for 48 hours.

 

Painting:  All installed pipes should be painted with two coats of synthetic enamel paint & colour codification as per IS-2379 of 1963.

  • Eligibility Criteria

1.   The bidders must have completed atleast 3-4 projects of the work of Supply, Installation, Testing and Commissioning of Medical Gas Pipeline System work in past three financial years, viz. 2016-17, 2015-16 and 2014-15, in any government work in Govt. of Punjab. While applying for the tender, the bidder must upload all the documents regarding work performance.

 

2.   The bidder must have the following ISO certifications to qualify for the tender. The bidder should have to upload the attested copies of the following certificates: 

 

a.   ISO 9001:2015

b.   ISO 13485:2012

c.   ISO 5359:2014

d.   ISO 9170-1:2008

e.   ISO 10524-2:2005

f.    ISO 11197:2016

g.   CE certified

3.   The bidder/applicant must have a registered office in Punjab. Those manufacturers whose manufacturing facility is based out of Punjab, they must have a service Centre in Ludhiana, Punjab to cope up with the emergency situation (lifesaving).

 

4.   In case the bidder is not a manufacturer of a particular product, then the bidder must provide the Manufacturer’s Authorization in the attached format, as per Annexure. Third party certification, like Lloyds or equivalent, is mandatory in products like Medical Grade Copper Pipes.

 

5.   Bidder should provide necessary authorization certificates by the manufacturer for all products at the time of bid.

 

6.   Bidder must have completed the similar work of almost same value in any of renowned government institutes of Punjab in past 3 years. Satisfactory work done certificate must be provided along with technical bid.

 

7.   Entire system should be quoted with complete 5 years of warranty against manufacturing defects.

Terms & Conditions:-

  • The quotation must contain GST Number/Licence Number
  • The supplier should certify, on the face of bill, that "The firm has supplied these materials with maximum discount and the rate charged are not higher than offered to DGS&D and other Institutes/Universities etc.
  • The rates of the equipments/items must be quoted strictly according to the full Specifications/configuration as per requirement along with all the terms & conditions and must be FOR GADVASU, Ludhiana destination basis and should include all types of taxes and charges including insurance, custom duty against Custom Duty Exemption Certificate, clearance and transport charges etc.
  • Supplier will be responsible for clearing the equipment/item from the custom department and deliver the same to the University.
  • It is mandatory to sent quotations in two different sealed envelopes mention “Technical Bid” on one envelops and “Financial Bid” on other along with name of items to be supplied, otherwise quotation will be rejected straightway.
  • Rates quoted must be valid up to 2-3 months. In case prices slash down or any other benefit (in form of lesser price/lesser tax/foreign exchange rate etc.), it must be passed on to GADVASU.
  • The University is exempted from the payment of excise duty and the exemption, wherever applicable, will be availed by providing ED Exemption Certificate.
  • The University will pay only Basic Custom duty and the exemption, wherever applicable, will be availed by providing against Custom Duty Exemption Certificate.
  • Incomplete bids, without brand name or received after due date/time shall be rejected forthwith.
  • University does not take any responsibility for any postal delay in delivery by Registered/Speed Post/courier or lost in transit of the quotation.
  • In case a holiday is declared on the last date for submission of quotations, the next working day will be the last day to submit the quotation.
  •  Delivery period of the items must also be intimated clearly in the quotations, no further correspondence in this regard will be communicated by the university.
  • The quotation shall not contain corrections, erasers and overwriting, it will result in rejection of quotation straightway.
  • The supplier must attach valid authorization certificate issued by the manufacturer/ distributor with the Technical Bid otherwise quotation will be rejected straightway.
  • Firms having a regional/local service centre with reputed technical support will be preferred.
  • The University reserves all the rights to accept or reject any/all quotation(s) and to increase or decrease quantity or configuration of items specified without specifying any reason. No correspondence will be made on this matter.
  • In case of any dispute, jurisdiction will be Ludhiana District Courts.
