Quotations on plain papers are invited on the basis of Overall percentage below/ overall percentage above/ at Par & Item rate for NS items from the approved & eligible contractors/ firms enlisted with PAU/PWD/Railways & other public sector undertakings of the appropriate class for the following work(s). Quotations should reach in the office of the undersigned on or before 17.9.2021 till 10:00AM. The technical bid as well as financial bid shall be opened on the 17.9.2021 at 11:30 a.m

Terms & Conditions:-

1. Conditional/ unsealed/ telegraphic/ incomplete quotations shall not be accepted
2. Quotations of only those contractors/firms should be accepted who quote their rates in the following format:-

(A): CSR items

(B): Non-Scheduled Items:

Rate for Non-Scheduled items will be given by contractors in the below-mentioned format:

          Item rate should be quoted for non-scheduled items only and these must be mentioned in figures as well as in words.

          Rate(s) quoted in any other format/form in respect of (A) & (B) above shall be rejected.

1. The drawings/estimate/sketches & other relevant papers can be seen in the office of undersigned on any working day from 3.00 pm to 5.00 pm.
2. The quotations should be valid for at least 90 days from the date from the date of opening.
3. Earnest money in the shape of demand draft/cheque drawn on any scheduled bank at Ludhiana in the name of “Comptroller, GADVASU” Ludhiana should be attached with the quotations. The quotations without earnest money will not be entertained.
4. Security @ 10 % or as per norms should be deducted from the bills of the work and the same should be released after 6 months of satisfactory completion of the work.
5.  The technical bid and price bid should be sealed in two different envelops (Clearly written on envelops “Technical Bid Envelope” & Price Bid Envelope”).  Both these envelops should be put in another envelope in the name “Professor cum Head, Department of Veterinary Surgery and Radiology, Guru Angad Dev Veterinary and Animal Sciences, University, Ludhiana" clearly mentioned on the top of the envelope the name of the work for which technical bid and price bid is quoted.
6. The technical bid should include photocopy of Enlistment, TAN, PAN, GST & EPF etc.
7. The terms & conditions are clear and unambiguous. If any doubt or obscurity as to the meaning of quotation documents, location of site and drawing etc. must be got clarified in regard to such doubt or obscurity before submitting the quotation.
8. The quotation opening committee reserves the right to reject any or all the quotations without assigning any reason thereof.
9. If the date of opening of quotations is declared as Public Holiday then the quotations will be opened on the next working day at the same time. The terms & conditions will remain the same.
10. Quantities given in the estimate are tentative and can be increased/ decreased to any extent or can be totally omitted according to actual requirements at site by the committee & the contractors shall have no claim on this account.
11. Payment of work done shall be remitted to the contactor/firm in single bill after the monitoring committee gives a certificate regarding satisfactory completion of the work.
12. Any other CSR items not included in the estimate will also be entertained at the same overall rebate as quoted by the contractor for the CSR items included in estimate.
13. Work will be started by the contractor/firm within 07 days from the date of issue of the work order. In case the first/executive agency  do not start work  within the prescribed period, no further correspondence in this regard will be made with the contractor to start/execute the work and such contractor shall be held defaulter for not starting the work. Then the standing committee may allot work to 2^nd lowest eligible quotes if its quoted rates are found to be reasonable & genuine by cancelling/ rescinding the allotment letter or may opt for calling quotations afresh. The defaulter contractor shall be forbidden for at least 6 months for quoting his rates for other works at Guru Angad Dev Veterinary and Animal Sciences, University, Ludhiana and outstation.
14.  If the firm/executive agency does not complete the work within the stipulated time, university can levy penalty for the same.
15. Firm/contractors having three or more than three works of Guru Angad Dev Veterinary and Animal Sciences University (Guru Angad Dev Veterinary and Animal Sciences University campus/ outstations) pending from more than two years after original schedule date of completion will not be eligible to participate in this quotation. On the basis of the performance of the agency/contractor/firm, Guru Angad Dev Veterinary and Animal Sciences University reserves the right to reject any / all those quotations.
16. The Society/Contractor/Firm should have a valid email ID, which shall be kept active.
17. In case of any dispute, jurisdiction will be Ludhiana District Courts.
